Homes for Children Corporation (HFCC) is a 501(c)(3) Texas-based nonprofit organization dedicated to restoring stability, dignity, safety, and hope to children, teens, and families experiencing crisis, homelessness, foster care involvement, poverty, and trauma. HFCC operates multiple programs—including the Wish Program, the Incentives Program, and the Fostering Stability Program—that support youth and families by meeting needs, rewarding progress, and strengthening long-term stability.
All visitors, donors, community partners, and participants are encouraged to review the Terms & Conditions regularly, as HFCC reserves the right to update or revise these policies at any time. Questions may be submitted through the Contact Us form on our website.
The following applies to all HFCC programs unless otherwise stated:
HFCC is not an emergency service provider, crisis hotline, or government agency.
HFCC staff are not licensed social workers; we operate as a community-based nonprofit.
HFCC does not guarantee approval, fulfillment, or participation in any program.
HFCC may deny, pause, or discontinue services for reasons including safety, policy violations, or program limitations.
All funds received are used solely to support HFCC’s mission.
HFCC does not provide cash payments directly to individuals or families.
HFCC communicates primarily through approved community partners, agencies, schools, and organizations.
Donors may contribute to any HFCC program through designated giving pages or direct sponsorships.
All donors receive an emailed donation receipt. Registering an account with HFCC does not create a contract or obligation.
By registering, donors agree to receive program updates and newsletters. Marketing communications may be opted out of, but transactional emails (receipts, confirmations, updates) cannot.
Donor funds:
May be applied to the specific program selected (Fostering Wish Program, Fostering Success Incentive Program, Fostering Stability).
May be redirected by HFCC if necessary to complete the intended purpose or support a similar need.
Will never be used for profit, and are managed in accordance with HFCC’s nonprofit status.
HFCC works exclusively through approved Community Partners who submit requests on behalf of children, teens, young adults, or families.
Community Partners must:
Be an established nonprofit organization, school, agency, or church.
Complete an application and approval process.
Maintain accurate and timely communication.
Serve as the liaison between HFCC and the recipient.
Community Partners agree:
Not to submit requests for themselves, relatives, staff members, or dependents.
Not to ask recipients to contact HFCC directly unless instructed.
To distribute items or rewards received from HFCC within required timeframes.
HFCC may remove or suspend a Community Partner for policy violations, inactivity, safety concerns, or misrepresentation.
The Fostering Wishes Program (in partenrship with One Simple Wish) enables donors to fulfill specific wishes submitted for children, teens, and young adults experiencing hardship or crisis.
Wish values include:
Item cost
Sales tax
Shipping charges (if applicable)
Credit card processing fees
Program sustainability fee (not more than 10%)
Underpricing or overpricing will be adjusted internally using program-restricted or unrestricted funds.
HFCC will attempt to fulfill each granted wish within 45 days. If fulfillment is not possible within 30 days of donor support, HFCC may redirect funds toward a similar wish or need.
Community Partners:
Must distribute items within 120 days.
Must provide delivery information, vendor details, or instructions when applicable.
Must provide a thank-you note or message for every granted wish.
Items costing more than $425 (eligible for Big Wish review).
Incomplete or low-quality submissions.
Multiple wishes for multiple recipients in one submission.
More than 3 active wishes per recipient.
Requests requiring reimbursement.
Cash, general Visas, or checks made out to recipients.
A Big Wish is defined as a request over $500.
Quarterly limits:
Up to 10 Big Wishes OR
Up to $20,000 in total Big Wish spending
Big Wishes must include impact statements and cannot be purchased before HFCC approval. Recipients must provide a thank-you message and photos (with privacy options).
Individuals may only receive one Big Wish every 5 years.
The Fostering Success Incentive Program encourages positive behaviors, academic progress, responsible decision-making, and participation in supportive programs by providing rewards.
Examples of incentives include:
Gift cards
School supplies
Hygiene products
Apparel
Educational or enrichment materials
Family support items
Incentive requests must be submitted by an HFCC-approved Community Partner.
Requests must:
Clearly state the behavior, goal, or milestone being rewarded.
Include accurate recipient information and delivery requirements.
Be reasonable, meaningful, and aligned with HFCC mission and program guidelines.
Incentive requests may not include:
Cash or checks
Reimbursements
High-value electronics (unless part of a structured program)
Items for staff members, relatives, or volunteers
More than one incentive per month per recipient unless part of a pre-approved program
HFCC will make every effort to fulfill approved incentives within 30–45 days, depending on inventory and funding.
Community Partners must distribute items within 14 days and verify distribution through a photo, and signature or documented confirmation.
HFCC may request thank-you notes, photos, or updates to share with donors and funders.
The Fostering Stability Program provides support aimed at strengthening long-term family stability and preventing homelessness, displacement, or crisis escalation.
Supports may include:
Rent payment assistance
Household essentials
Clothing
Emergency groceries
Transportation assistance (passes, gas cards with restrictions)
Beds, mattresses, furniture essentials
Cleaning supplies
Case-management-supported needs
Requests must be submitted through Community Partners who can verify:
The household is experiencing financial hardship, instability, or transition.
The requested support directly contributes to stability and safety.
The family is engaged in services or case management.
HFCC does not pay utilities, hotel stays, medical bills, bail, or legal fines.
HFCC cannot provide:
Direct cash payments
Reimbursements
Purchase of alcohol, tobacco, weapons, or adult items
Transportation of individuals
Items exceeding program or quarterly budget limitations
Community Partners may be required to provide:
Proof of need or crisis impact
Household information
Brief case notes
Distribution confirmation
HFCC reserves the right to deny requests that fall outside program scope.
HFCC aims to fulfill requests within 14–45 days depending on urgency, funding, and inventory.
Individuals who wish to request support must work through:
A caseworker
Social service agency
School
Church
Nonprofit organization
HFCC does not process direct requests from individuals unless assisting them in locating an appropriate Partner organization.

By participating in HFCC programs, Community Partners and recipients consent to:
Generic, non-identifying descriptions of impact
Use of organization logos or names in HFCC materials
Submission of thank-you notes, photos, or updates when required
HFCC may obscure faces, names, and identifying details upon request.
HFCC may:
Limit the number of requests
Pause a program
Prioritize based on funding
Decline requests that fall outside mission or policy
Modify guidelines at any time
